Arabi Post traced a network of Israeli companies and individuals marketing homes built in settlements in the occupied West Bank and East Jerusalem to buyers abroad. The investigation found that their activities are not separate from Israel's official and settlement infrastructure; rather, they intersect with government institutions and overlap with official efforts to attract Jewish immigrants to the occupied territories.
The network markets settlement properties through events that have so far been held in at least seven countries: the United States, Canada, the United Kingdom, France, Australia, Panama, and Mexico. The most recent was the "Great Israeli Real Estate Event," held in London in mid-June 2026, representing a continuation of similar activities dating back to the 1990s.
The investigation relied on open-source information to trace the main entities behind these activities and map the connections of their owners and chief executives inside and outside Israel, drawing on their activities, reports, and networks of relationships, as well as promotional materials distributed during the events.
Countries That Have Hosted Events to Sell Homes in West Bank Settlements
The investigation identified recurring patterns of relationships linking these entities to local government officials in the settlements, as well as current and former ministers and members of parliament. It also documented the participation of some individuals affiliated with these companies in combat activities as members of the Israeli military.
The findings show that some companies receive direct government support, carry out projects on land allocated by the Israel Land Authority, or market developments that proceed through government channels. These activities are particularly sensitive because the properties being marketed are located in settlements that are considered illegal under international law.
The network comprises marketing platforms, event organizers, developers, construction companies operating within the settlements, and brokers who bring these sales to overseas markets. Within the network of Israeli entities involved in selling homes in the settlements, marketing platforms and real estate exhibitions play a central role. At the heart of this ecosystem are two platforms—My Home in Israel and IMP Group—which perform complementary functions.
My Home in Israel connects its overseas audience with Israel's real estate market. Its role extends beyond showcasing residential properties: it brings together prospective buyers with developers, brokers, and supporting service providers, turning what begins as a promotional exhibition into a complete home-buying pathway.
The platform and its branding have appeared at events including My Home in Israel, the Great Israeli Real Estate Event, and the Israel Real Estate Event. The projects associated with it have not been limited to properties within Israel's pre-1967 borders. Its promotional materials and event coverage have also featured settlements and areas in the West Bank and East Jerusalem, including Efrat, Neve Daniel, Ma'ale Adumim, Givat Ze'ev, Tene Omarim, Givat Hamatos, and Ramat Eshkol.
IMP Group, meanwhile, handles the organizational and media side of the network. The company specializes in marketing, public relations, campaign management, and organizing events targeted at Jewish communities abroad.
The operation is led by Israeli executive Gideon Katz, CEO of IMP Group and one of the most prominent organizers of Israeli real estate events over the past 25 years. His name has been associated with events including My Home in Israel and the real estate exhibition held in London.
His role extends beyond organizing exhibitions. Through IMP Group's membership in the Eurocom Worldwide network, the company is able—according to Katz—to reach dozens of Jewish media outlets across more than 20 countries, significantly expanding the audience targeted by events promoting the sale of homes in the settlements.
Ties to Israeli Institutions and Officials
Tracing Katz's activities also uncovered his ties to institutions that promote Jewish immigration to Israel. Between 2009 and 2011, he headed the Jewish Agency's "Red Carpet" program, which assists new immigrants by receiving them and supporting their transition to life in Israel. This places his real estate activities alongside an official framework aimed at encouraging immigration.
Katz also has ties to the Israeli-American Council (IAC), one of the largest organizations representing the Israeli community in the United States. At an event organized in 2021 by the IAC's New York branch in partnership with IMP Group, residential developments in the settlements of Neve Daniel and Gush Etzion were promoted.
His connections also extend to Israeli officials. In 2014, he appeared alongside Nir Barkat, then mayor of Jerusalem, at an event aimed at attracting English- and French-speaking immigrants to the city. Barkat currently serves as Israel's Minister of Economy and Industry and has publicly advocated extending Israeli sovereignty over the West Bank.
In 2016, IMP Group's Facebook account published photographs showing Katz with Tzachi Hanegbi at an event welcoming new immigrants to Israel. Hanegbi has held several ministerial and political positions. In 2023, he was appointed National Security Adviser to Prime Minister Benjamin Netanyahu, before being dismissed from the post in 2025.

Gideon Katz, who heads IMP Group, has activities linked to Israeli institutions and officials.
In 2024, Katz's overseas real estate activity became the subject of an official inquiry in the United States, after the New Jersey Division of Civil Rights sent a letter to three organizers of the “My Home in Israel” events — Katz among them — requesting information about a real estate event held inside a synagogue in the city of Teaneck, on suspicion of religion-based discrimination prohibited under state law.
The Division sought clarification about the role that membership in a particular synagogue played in granting admission, the screening questions posed by security personnel, and the photographs of identity documents taken of those allowed in and those turned away.

Emanuel Group: The Organizer That Brought Settlement Companies Together in London
IMP Group was not the only organization behind Israeli real estate exhibitions abroad. At the London exhibition, it was joined by Emanuel Group, which was responsible for bringing together the exhibiting companies, organizing the event, and providing the accompanying marketing and legal services.
Before the exhibition took place, the group's director, attorney Emanuel Fatari, published a list of participating companies on his Facebook account, although the post was later deleted.
Founded in February 1994, Emanuel Group is managed by attorney Emanuel Fatari. The company says it has 35 years of experience in real estate marketing and that its services include marketing property developments, organizing in-person and online exhibitions, producing conferences and promotional materials, and operating a separate law firm that provides legal support to clients.
The group's services extend well beyond advertising. It says it supports developers throughout the entire process—from applying for Israel Land Authority tenders, through market analysis and determining the optimal mix of housing units, to selling the final apartment in a development.

Emanuel Group's website reveals another dimension of its activities in Israel. The company says it organizes all real estate conferences for the Haver Consumer Club, in addition to conducting property sales campaigns exclusively for its members.
The club primarily serves career personnel in the Israeli military and retired service members, while some of its services also extend to members of the Organization of Disabled Veterans and their families. This relationship places Emanuel Group within a real estate market targeted at an audience closely connected to Israel's military and security establishment.
Tracing Fatari's activities also revealed ties and cooperation with Gideon Katz. Multiple posts and photographs show Fatari alongside Katz at events related to real estate marketing and the promotion of immigration to Israel. Their companies have also jointly organized or promoted real estate exhibitions in cities outside Israel, including events that drew protests under the slogan "Palestine Is Not for Sale."
The Developers Building on the Ground
Gush Etzion Development Company
Arabi Post documented the participation of numerous property developers building in settlements at overseas sales events. These are long-established companies with extensive ties to government bodies and real estate brokers. The depth of those relationships varies, but none is more closely intertwined with the settlement enterprise than Gush Etzion Development Company, which not only works within that system but was created through it.
The company was among the exhibitors at the London event. Established in 1982 as a private Israeli company at the initiative of the settlements of Gush Etzion—a settlement bloc in the occupied West Bank that is considered illegal under international law—it is managed by the Gush Etzion Regional Council, and its headquarters are located within the settlement bloc itself.
According to its website, the company's mission is to serve as "the primary engine of economic and commercial development in the Gush Etzion area" by identifying business opportunities that help build an economic infrastructure serving its residents. It states that investments in the area benefit the local population and that it distributes its profits annually to the settlements while supporting schools, community centers, the local tourism association, and other community initiatives.
Government Funding and Official Contracts
Our review of the company's financial records revealed direct links to Israeli government bodies. According to Israel's open government budget database, the company received 695,488 shekels from government entities during the most recent three years available in the records, with most of the funding stemming from transportation service contracts.
The data also show that the company received direct government support totaling 78,379 shekels from the Settlement Division, the government body responsible for settlement development.

The company's presence at overseas events promoting the sale of settlement homes intensified during the tenure of Aharoni Neubauer as its chief executive. At a 2021 event organized by the New York chapter of the Israeli-American Council in partnership with IMP Group, led by Gideon Katz, Neubauer said that a residential complex of 164 apartments in the settlement of Neve Daniel had sold quickly, and that 34 additional apartments in Gush Etzion had been designated for American immigrants.
His role extended beyond marketing homes. He sought to present the West Bank to investors as a real estate opportunity, describing it as "a solution, not a controversial issue."
Neubauer also maintained ties with Israeli officials, including Rafi Peretz, then Minister for Jerusalem and Heritage, and Knesset member Amit Halevi. In June 2023, he assumed an official public role after the Israeli government appointed him to the board of the Israel Nature and Parks Authority as a public representative for a four-year term.
In 2024, Environmental Protection Minister Idit Silman pushed for his appointment as chair of the authority's board, although the appointment did not materialize at the time. Neubauer left the company in March 2025, and it is now headed by Amitai Riutman.

Aharoni Neubauer, who headed the Gush Etzion Development Company, has an extensive network of ties with Israeli institutions and officials.
Harei Zahav: Building in the Settlements and Marketing Them Abroad
The companies marketing settlement homes overseas are not limited to entities established by settlement councils. The investigation found that private-sector developers also build projects within the settlements and then take part in marketing them to buyers outside Israel. Among the most prominent is Harei Zahav.
The company was founded by Ze'ev Epstein in 2007, following his experience in real estate investment that began in Russia in 2003. According to the company, Epstein brought his expertise to Israel "out of Zionist ideological conviction" and directed it toward developing projects in what it refers to as "Judea and Samaria"—the occupied West Bank—as well as the Jordan Valley and southern Israel.
Harei Zahav describes itself as a real estate development company specializing in the construction of homes and residential communities. According to its own figures, it has delivered around 2,000 housing units, is currently building 700 more, and has thousands of additional units in the planning stages. These projects are spread across approximately 30 settlements and communities, including Leshem, Immanuel, Karnei Shomron, Talmon, Shvut Rachel, Kfar Eldad, Tene Omarim, Ma'ale Ephraim, and Tal Menashe.

The company's activities have not been limited to construction within the settlements. It has also marketed its developments to Jewish buyers and investors abroad by participating in real estate roadshows that are part of the network of events associated with Gideon Katz and IMP Group.

This places the company in a different category from the brokers participating in these events. Rather than simply marketing housing units developed by others, it promotes projects that it has built or helped develop within the settlements.
Former Settlement Official as a Business Partner
Alongside Epstein, one of the company's key figures is his business partner, Shlomi Wermshtein, who previously served as Director General of the Shomron Regional Council, the local authority that administers settlements in the northern West Bank.
Public records and event documentation show intersections between the company's activities and Israeli government officials and settlement leaders. In 2023, representatives of Harei Zahav met with Israeli Minister of Construction and Housing Yitzhak Goldknopf. Government appointment records also show that then-Minister of Economy Eli Cohen met with Ze'ev Epstein in 2019.
In February 2025, Epstein joined Yossi Dagan, head of the Shomron Regional Council, to inaugurate a new neighborhood in the settlement of Tal Menashe. Earlier, in 2019, he participated in a real estate conference in a session led by Dagan and Israel Ganz, head of the Binyamin Regional Council, alongside officials and figures involved in settlement planning and development.

The Company and the Military: "Settlement and Security Are Inseparable"
The activities of Harei Zahav employees also intersect with military service in the Israeli army. Shlomi Wermshtein was called up for reserve duty following October 7, 2023, and took part in military operations in Kfar Aza and inside the Gaza Strip. His reserve service lasted for more than 11 months.
The company says that most of its employees were mobilized after October 7 and that, despite the absence of many staff members, it continued building thousands of housing units, particularly in settlements in the West Bank.
Wermshtein did not present his military service as separate from his work in real estate. He publicly linked settlement activity with security, saying that the war had made the relationship between the two even clearer to him. He also argued that separating the presence of the military from the presence of settlements is a model that cannot succeed, citing the Zionist slogan: "Where the plow passes, the border follows."
This linkage became even more explicit in a campaign launched by Harei Zahav during the war in Gaza in December 2023. The company published an advertisement bearing the slogan "A Home on the Beach Is Not a Dream" over an image showing widespread destruction in the Gaza Strip, accompanied by a map of land plots and what it described as "pre-sale" prices.

The campaign included proposed names for future settlements in Gaza, including "New Netzarim" and "Neve Katif." The company also published another advertisement featuring a verse from the Book of Deuteronomy alongside an image of an Israeli tank.

Epstein later said that the decision to return to settlement activity in Gaza was not the company's to make but rather the state's, adding that if such a decision were made, he would clearly want to launch a project there.
Wermshtein, meanwhile, said that he had requested the launch of the campaign and that it was not intended merely as satire or publicity, but as an effort to open a public discussion about returning to settlement activity in the Gaza Strip. He also expressed his view that the war should end with the establishment of Jewish settlements in Gaza.
Shapir: From Building Settlements to Military Contracts
Unlike other entities in the Israeli network, Shapir Engineering and Industry stands out because it does more than market settlement homes—it also builds them. The company is active in construction, infrastructure, and real estate development, carrying out projects, producing construction materials, and participating in their planning, construction, and operation.
Shapir is developing a residential project called Shapir 07 in the settlement of Ma'ale Adumim in the occupied West Bank. According to the company's website, the project consists of four eight-story buildings and 22 detached houses in the settlement's "07" neighborhood.
The company's name and projects have also appeared at real estate events targeting buyers outside Israel, alongside developers and brokers marketing properties in West Bank and East Jerusalem settlements.
This places Shapir in a distinct position within the marketing network: it develops housing units inside a settlement and then has those projects promoted at events aimed at prospective buyers abroad.
Government Projects and Infrastructure Serving the Settlements
Founded in 1968, Shapir describes itself as one of Israel's largest construction, engineering, and infrastructure groups. Its activities extend beyond real estate to include the execution and operation of major projects in partnership with government bodies.

According to Amnesty International and other human rights organizations, the rail routes connect West Jerusalem with settlements built in occupied East Jerusalem, including settlements served by the Red Line, its extensions, and the Green Line.
As a result, Shapir's settlement-related activities extend beyond residential construction to include transportation infrastructure that strengthens links between settlements in Jerusalem and the rest of the city.
Long-Term Contracts with the Israeli Military
An examination of the company's projects also reveals extensive contractual relationships with Israel's Ministry of Defense and the military.
Three Logistics Centers for the Military
Shapir is constructing three logistics centers for the Israeli military in northern, central, and southern Israel, covering an area of approximately 1,700 dunams. Once construction is completed, the company, together with Orian, will operate and maintain the facilities for 20 years.
Fritz Contract with the Ministry of Defense
In November 2025, Israel's Ministry of Defense selected Fritz, a Shapir subsidiary, to manage the supply chain for spare parts used in the military's operational and administrative vehicles under a five-year contract worth approximately 500 million shekels.
From Settlement Development to the Military Establishment
These contracts illustrate the breadth of the company's activities, spanning from developing residential projects within settlements to carrying out infrastructure projects and long-term contracts for the Israeli government and military establishment.
UN Listing and Investment Exclusion
In September 2025, the Office of the United Nations High Commissioner for Human Rights (OHCHR) included Shapir in its database of companies for which it found "reasonable grounds to believe" they had engaged in specified activities related to Israeli settlements in the Occupied Palestinian Territory.
The company was listed under three categories: supplying equipment and materials that facilitate the construction and expansion of settlements and their associated infrastructure; providing services and facilities that support the maintenance and existence of settlements; and using natural resources—particularly land and water—for commercial purposes.
Earlier, in June 2021, the Norwegian pension fund KLP excluded Shapir from its investment portfolio, citing what it described as an "unacceptable risk" that the company was contributing to serious violations of individuals' rights in situations of war or conflict.
The decision was based on a recommendation from the Council on Ethics for Norway's Government Pension Fund, which concluded that Shapir's involvement in constructing Israeli settlements in the West Bank contributes to violations of international law.
The Norwegian pension fund KLP announced it was excluding Shapir from its investments over an “unacceptable risk” that the company contributes to serious violations, citing the Council on Ethics’ position that its involvement in building West Bank settlements helps violate international law.
KLP bases its decision on human rights standards, drawing on the UN commissioner’s 2020 list of companies with activities linked to Israeli settlements in the occupied Palestinian territory.

Tivuch Shelly serves as a cross-border brokerage link within this network. The company is led by Shelly Levin, a New York-born real estate broker, and states that it was founded in 1989.
Its activities extend beyond brokerage within Israel. The company markets projects in settlements in the West Bank and East Jerusalem, promoting them directly to buyers in the United States and the United Kingdom through Jewish community networks, immigration-related events, and real estate exhibitions.

Levin's efforts to target immigrants and foreign buyers date back to the 1990s. In February 1998, an immigration center in Boston organized an event titled "Real Estate in Israel," where Levin spoke in her capacity as founder of Tivuch Shelly.
In 2010, the company participated in an immigration fair in New York, where it marketed housing units in the settlement of Ma'ale Adumim alongside projects in Modi'in. These examples indicate that linking property purchases with immigration and resettlement was not an isolated initiative or limited to a single exhibition, but rather a strategy the company has pursued for decades.

Tivuch Shelly has continued targeting overseas buyers in recent years. In December 2025, the company announced a series of real estate meetings at multiple locations across New York and New Jersey, presenting them as an opportunity for prospective buyers to explore developments without traveling to Israel. The events also offered payment plans tailored to foreign buyers, along with legal and financing consultations.
Tivuch Shelly has also used local Jewish media outlets, including Jewish Link and Queens Jewish Link, to repeatedly promote projects aimed at English-speaking audiences in the United States, including properties in the settlements of Ma'ale Adumim and Givat Hamatos.
Adumim Towers: A Settlement Project Advancing Through Government Channels
Tivuch Shelly markets the Adumim Towers project in the settlement of Ma'ale Adumim as one of its flagship developments, presenting it to English-speaking buyers as being close to Jerusalem.
The project is being developed by the Ben David Group, while Tivuch Shelly serves as its marketing and sales partner. The development is closely connected to Israeli government institutions. In mid-October 2025, the Government Authority for Urban Renewal announced the redevelopment of the Klei Shir complex in Ma'ale Adumim, expanding it from 147 existing housing units to 750 new units.
Economic news coverage described it as the first development in the West Bank to receive approval from the government authority under Israel's urban renewal framework. The Ben David Group also secured financing from Ruby Capital, while the project relies on supplementary land purchased from the Israel Land Authority.
The London Exhibition: Tivuch Shelly's Brochures Hidden Under the Table
Tivuch Shelly's participation in the Great Israeli Real Estate Event in London provided one of the clearest examples of how the company markets settlement properties outside Israel.
Before the event took place, the organizers said that the venue had stipulated that no properties located beyond the Green Line could be promoted, and that the participating companies had agreed to this condition. After the issue was raised, the organizers apologized for the inclusion of settlement names in the exhibition brochure, saying they had been listed "by mistake" and that those properties had not been marketed at the event.
However, evidence that later emerged contradicted this account. Brochures promoting properties in Ma'ale Adumim were distributed, and a Tivuch Shelly sign was displayed with the name of one location obscured. One attendee also said he received a brochure for the project from the company's booth.
Shelly Levin acknowledged that the company had kept brochures for the Ma'ale Adumim project under the table and had handed some of them to people who had specifically requested information about the project in advance. She said she gave one person the brochure inside a bag and asked him not to open or look at it until after leaving the building.

Shaya Gitter: A Broker Turning Immigration into a Real Estate Market
Shaya Gitter represents another facet of brokerage within this network, one that transforms the desire to immigrate into a real estate transaction. He is an active broker who targets Jewish buyers from outside Israel and directs them toward a market that includes properties both within Israel and in settlements in the occupied West Bank.
Gitter heads the Gitter Group, which specializes in real estate brokerage and buyer representation. The group markets properties in areas including Beitar Illit, Efrat, Givat Ze'ev, and Immanuel—settlements located in the occupied West Bank.
His activities extend beyond conventional brokerage. He operates within a broader network that combines organizing exhibitions abroad, targeting English-speaking Jewish audiences, and collaborating with organizations that encourage immigration to Israel.

A Cross-Border Network
Gitter Group maintains a strong presence aimed at buyers in the United States and the United Kingdom and has organized real estate events in the United States, France, and the United Kingdom. In February 2025, The Jerusalem Post announced an Israeli real estate exhibition organized by the group in partnership with Brud Group, with stops in Florida and New York.
The group's website also advertised events in London, including a program in June 2026 featuring Gitter and Rabbi Avi Weisenfeld, targeting English-speaking buyers interested in purchasing a home in what the promotional materials describe as the "Land of Israel."
Gitter presents his work as more than a commercial service, linking it to themes of immigration, settlement, and belonging. He has said that one of his events in Boca Raton and Borough Park was intended to provide Jews living abroad with "an entry point" into the Israeli real estate market, describing his work as part of a "personal mission" to help Jews establish themselves in what he calls their "national homeland."
Collaboration with Immigration-Promotion Organizations
Gitter Group participates in events and seminars organized by Nefesh B'Nefesh, an organization that encourages and facilitates Jewish immigration to Israel, particularly from the United States and Canada. The organization works in partnership with the Jewish Agency and describes itself as the agency's official partner for processing immigration applications from North America.
This collaboration places Gitter Group within a pathway that begins with encouraging immigration and then moves on to helping prospective immigrants or buyers find a home, secure financing, and complete the purchase process.
The group also relies on media platforms to reach its overseas audience. Its media page features interviews and coverage published by The Jerusalem Post, JNS, ILTV, and Talkline, as well as a webinar held in partnership with Nefesh B'Nefesh.
Materials published on the group's website also show Gitter and members of his team appearing at events alongside Israeli and American officials, including Jerusalem Mayor Moshe Lion, Benny Glinkevitch, Director of the Jerusalem Municipality's Immigration Authority, Danny Danon, Israel's Ambassador to the United Nations, and U.S. Ambassador Mike Huckabee.

Noam Homes completes the picture of the brokerage network, but goes further than many of its counterparts in explicitly targeting overseas markets. The website explicitly describes Mitzpe Yeriho as a "religious Israeli settlement" in the Judean Desert and lists homes and villas priced at several million shekels, highlighting the settlement's proximity to Jerusalem and Ma'ale Adumim, as well as its English-speaking community.
In July 2025, Wassel published an article on the company's website titled "Growing Interest Among Foreign Buyers in Judea and Samaria," using the Israeli term for the occupied West Bank.
The article presented Efrat, Ma'ale Adumim, and Shilo as more affordable alternatives to Jerusalem and Tel Aviv, promoting their English-speaking communities, proximity to Jerusalem, and the opportunity to purchase homes under construction through flexible payment plans. It also linked property purchases to the possibility of immigrating to Israel in the future.
The article acknowledged that buying property in the West Bank differs from purchasing property within Israel, explaining that most properties are administered by the Israeli Civil Administration, that registration procedures differ, and that some banks do not provide mortgages for such purchases. Nevertheless, Wassel presented homeownership in the area as both an investment opportunity and a residential option for foreign buyers.

An Australian media investigation reported that promotional materials for these events listed the Australian Jewish Association, Noam Homes, and Selling Israel as partner organizations, with registration conducted through the company's website. The report also noted that the projects marketed by the two companies included developments in Ma'ale Adumim, Efrat, Gush Etzion, Mitzpe Yeriho, and Givat Ze'ev.
Where Real Estate Intersects with Immigration
Noam Homes is also connected to events promoting Jewish immigration to Israel. The company's archives document a real estate event held in July 2020 in which Nefesh B'Nefesh participated, as well as a separate event focused on relocating to Israel and completing immigration procedures.
Following his attendance at one of the organization's community expos, Noam Wassel wrote that he had made "important connections" and provided information to clients looking for homes in Israel, particularly in Jerusalem.
Nefesh B'Nefesh works with the Jewish Agency through a joint application process designed to facilitate immigration from North America. The findings documented by Arabi Post indicate that the overseas sale of settlement homes does not operate as a series of isolated real estate transactions. Rather, the network of marketing firms, brokers, and developers intersects with Israeli government institutions, settlement councils, organizations that promote immigration, and official government and military contracts and projects.
